OPINION BY Judge SIMPSON.

The Borough of Pleasant Hills (Borough) asks this Court to review an order of the Court of Common Pleas of Allegheny County (trial court) that reversed a decision of Borough Council denying disability pension benefits to the Borough's chief of police, Floyd Nevling. Concluding the trial court exceeded its standard of review, we reverse.
