Senate Bill 478, passed by the General Assembly two days before the end of the 2005 legislative session, ultimately became Chapter 5, Laws of Maryland 2006, and was codified as a new § 10-301.1 of the Election Law Article, Maryland Code (2003, 2006 Cum.Supp.).
