Philadelphia Gas Works (PGW) on its own behalf and by the Philadelphia Facilities Management Corporation (PFMC)1 petitions for review of the July 18, 2005, order of the Pennsylvania Public Utility Commission (PUC), which denied PGW's petition for reconsideration of the PUC's disapproval of PGW's proposed means-tested Senior Citizen Discount (SCD) program.
