Educational Testing Service, Inc. ("ETS"), a non-profit corporation, develops, administers, and grades standardized tests. On September 11, 2004, one of ETS's standardized tests was administered to Elba H. Hildebrant ("Hildebrant") at Montgomery College in Rockville, Maryland.
