The state appeals the district court's denial of a petition for the civil commitment of Adnan Stone as a sexually dangerous person. The district court denied the petition based on its finding that Stone's actions did not form a course of harmful sexual conduct because the factual circumstances of Stone's 1998 sexual assaults were not similar to the factual circumstances of his 2004 criminal-sexual-conduct conviction.
