On November 15, 2004, Officer Kevin Briley and Officer Daniel Dietrich, members of the Anniston Police Department, stopped a Ford Ranger pickup truck ("the vehicle") being driven by Chancelor Todd Chesson because the vehicle had a nonfunctioning tag light.
