Haregwoin Abrha is a native of Ethiopia who was admitted into the United States in April, 1991 as a nonimmigrant visitor. She had permission to stay until October 1991, but she remained in the country after that time. In April, 1993 she filed an asylum application which alleged that she had suffered past persecution in Ethiopia and that she maintained a reasonable fear of future persecution if returned.
