Kerry Dees challenges the nonrenewal of her teacher's contract for the 2003-2004 school year by the Board of Education (Board) of Unified School District No. 408, Marion County, Kansas (District). Her termination was precipitated by the Board's need to reduce staff because of declining enrollment and decreased financial support from the State of Kansas. Dees contends that, in terminating her employment, the Board did not comply with the reduction in force...
