The United States appeals the decision of the United States Court of Federal Claims finding that Kevin J. Metz's separation from the United States Air Force was involuntary and granting his motion for judgment upon the administrative record. Metz v. United States, 61 Fed. Cl. 154 (Fed. Cl. 2004). Because Metz failed to assert that his separation was involuntary before the Air Force Board for Correction of Military Records...
