On August 19, 2004, a grand jury sitting in the Central District of Illinois returned a three-count indictment charging John Baker with two counts of distribution of child pornography, see 18 U.S.C. § 2252A(a)(1), and one count of possession of child pornography, see id. § 2252A(5)(B). In compliance with a plea agreement, Mr. Baker pleaded guilty to one count of distributing child pornography in exchange for the dismissal...
