The issues of this appeal from the judgment of the trial court are whether the infant daughter of the respondent mother should have been adjudged "neglected," and, if so, whether the child should have been committed to the custody of the petitioner, the commissioner of children and families (commissioner), and placed in the foster care of the minor child's paternal aunt, with daily eight hour unsupervised visits by the respondent.1
