PER CURIAM.

Plaintiffs appeal by leave granted the circuit court's denial of a motion for mandamus to compel defendant's clerk to submit Mark Grabow's application for a use variance to defendant's zoning board of appeals. We reverse and remand for further proceedings consistent with this opinion.
