A police officer seeking Robin Siefker briefly detained Siefker after stopping Siefker's automobile, but the officer failed to identify Siefker. Siefker later drove in the wrong direction and collided with another vehicle, killing Heather A. Poppe (Poppe). The personal representative of Poppe's estate, Barbara L.
