On October 11, 2001, defendant-appellee, Jesse Galan (defendant), was arrested in the State of Indiana by Chicago police officers. Following his arrest, defendant was indicted and charged with both possession with intent to deliver more than 900 grams of cocaine and possession with intent to deliver more than 5,000 grams of cannabis.
