Tim Breza and twelve other individuals filed a petition, pursuant to Minn.Stat. § 204B.44(a) (2004),1 to enjoin respondent Mary Kiffmeyer, the Minnesota Secretary of State, from proceeding with the general election on a proposed constitutional amendment to dedicate and allocate revenue from the motor vehicle sales tax (MVST).
