Approximately 18 months after receiving a citation for driving under the influence of intoxicants, defendant, not having been tried, filed a motion to dismiss on the grounds that he had not received a trial "within a reasonable period of time" in violation of ORS 135.747,1 that the state had not administered "justice * * * without delay" as required by Article I, section 10, of the Oregon Constitution,2
