In this case, plaintiff, West Suburban Bank, contests the involuntary annexation of six parcels of land under section 7-1-13 of the Illinois Municipal Code (Code) (65 ILCS 5/7-1-13 (West 2002)). On appeal, plaintiff maintains that defendant, the City of West Chicago, failed to comply with section 7-1-13, because the property annexed (1) exceeded the 60-acre statutory limitation and (2) was not "wholly bounded."
