The planning board of Mansfield (town) proposed an amendment to its zoning by-law that subsequently was declared adopted at a town meeting on October 29, 2002. The plaintiffs opposed the amendment at the town meeting but were outvoted. They then filed a complaint in the Superior Court seeking a declaration that the procedures followed at the town meeting were defective and that the amendment was adopted...
