On June 9, 1999, police in Chicago stopped Emiliano Hernandez for running a stop sign. He was not carrying a driver's license and lacked proof of insurance. A check from the squad car revealed that his license had been suspended. Through this check the officers learned the number of Hernandez's driver's license, which they used to inquire about his criminal record.
