This matter has its origin in multiple decisions of the Inmate Grievance Office ("IGO") dismissing the grievances of Quinton Demby, Jesse Baltimore, Kenneth E. Woodall, Daniel Falcone, and Earl F. Cox, Jr. All are, or were,1 inmates serving sentences in the Division of Correction ("DOC"). In his respective grievance, each inmate alleged that amendments to the Code of Maryland Regulations...
