I. Introduction

Mahmoud A. Wahba ("Wahba"), his family and certain companies sued the National Bank of Egypt ("NBE"), asserting jurisdiction under the Foreign Sovereign Immunities Act ("FSIA").1 The plaintiffs' claims are based on the seizure of certain Egyptian assets by an arm of the Egyptian government.
