In January 2005, the appellant, Kara J. Vasquez, pled guilty to driving under the influence (DUI). The Sarpy County Court enhanced the offense, using two earlier DUI convictions under the Omaha Municipal Code. Vasquez objected to using the prior convictions for enhancement, citing State v.
