The defendant-appellant, the New Orleans Police Department (NOPD), appeals a decision of the Civil Service Commission reinstating the plaintiff-appellee, Sergeant Stephen Dunn, with all back pay, thereby reversing the NOPD decision to dismiss him along with a twenty working-day suspension.
