Ilya Petrovich Gutnik is a 26-year-old native and citizen of Ukraine who came to live in the United States with his parents as a legally admitted refugee in 1993 when he was 14 years old. Twenty months later, he adjusted his immigration status and became a lawful permanent resident, the first of many steps on the path to becoming a U.S. citizen. Unfortunately for Gutnik, his path was interrupted by convictions for four violations of Illinois...
