This collateral capital matter is before this Court on appeal from the trial court's dismissal of appellant's petition for relief under the Post Conviction Relief Act ("PCRA"), 42 Pa.C.S. § 9541, et seq. For the following reasons, we remand appellant's layered claim of counsel ineffectiveness concerning mitigation evidence to the PCRA court for an evidentiary hearing.
