Petitioner worked as a prison law library clerk until May 2004 when he was removed from this position due to a disciplinary matter. Thereafter, he was directed to delete all materials from his computer disks that had not been authorized by the deputy superintendent of programs. During a random search of inmate computer disks, a correction officer discovered certain documentation of a legal nature on the disks belonging to petitioner.
