After being wrongly arrested and held in custody for two days, Ronald Tibbs sued the City of Chicago and Chicago Police Officer Mark Kooistra under 42 U.S.C. § 1983 alleging violations of his Fourth Amendment rights. This appeal concerns Tibbs's allegations that Officer Kooistra subjected him to false arrest, false imprisonment, and excessive use of force.
