Brian Parsons sued Dallas County, Texas and Sheriff Jim Bowles for personal injuries he allegedly sustained while an inmate in a Dallas County facility. Appellees moved to dismiss the lawsuit, calling it frivolous within the meaning of chapter 14 of the Texas Civil Practice and Remedies Code. The trial court granted the motion, and Parsons appeals.
