The Virgin Islands Telephone Corporation ("Vitelco") provides local telephone service in the U.S. Virgin Islands. AT & T, like all providers of long-distance phone service, pays interstate access charges to Vitelco when Vitelco completes AT & T's customers' calls to the Islands.
