This case is satellite litigation emanating from the long-running legal battle over the remapping of Chicago's aldermanic wards following the 1990 census. Though it presents only a claim for unreimbursed attorneys' fees and related litigation expenses, it is dressed up in constitutional clothing. The plaintiffs are Chicago aldermen who challenged the City's ward map in court and then claimed that the City's refusal to finance their legal expenses...
