A statute with a narrow 1200 person population range classification is challenged as an unconstitutional special law. The statute, codified at section 321.222, RSMo Supp.2005, removes the power of certain fire protection districts to adopt fire protection codes related to home construction.1 It applies to fire protection districts wholly within first class counties with more than 198,000 but fewer than 199,200 inhabitants...
