Plaintiff Kenneth Swearingen-El was employed as a corrections officer in the Cook County Sheriff's Department between September 2, 1986 and August 28, 2003. According to Swearingen-El's complaint, while he was on a scheduled vacation, defendants falsely accused him of a crime and made false reports to the media regarding his status as a fugitive.
