Fred Ssali is a native and citizen of Uganda. He entered the United States in May 2000 as a non-immigrant visitor and remained beyond the time authorized by his visa. After the Immigration and Naturalization Service ("INS") brought removal proceedings against him, Mr. Ssali applied for asylum.
