Kentucky Retirement Systems (hereinafter "the Systems") appeals from an order of the Franklin Circuit Court that granted Nancy Heavrin's appeal from an administrative proceeding and overruled the Systems's final order. In doing so, the circuit court determined that the Systems's final order denying Heavrin's appeal and adopting the Systems's hearing officer's recommended order should be reversed.
