This case presents the question whether David S. Lockett, a full-time student who came to Kansas to attend law school at the University of Kansas, should pay tuition at the Kansas resident rate instead of the higher out-of-state rate. In order to pay the resident rate, the rules require Lockett to manifest an intent to make Kansas a permanent home, not only while in attendance at the educational institution...
