CHÁVEZ, Justice.

{1} Jeuang Van Dang (Defendant) was stopped on Interstate 40 by a New Mexico State Police Officer for driving eighty-four miles per hour, nine miles per hour over the speed limit. When asked for his driver's license, proof of insurance and registration, Defendant produced his California driver's license and a vehicle rental contract.
