This case involves cross appeals from the order of the Court of Common Pleas of Allegheny County (common pleas) confirming in part and vacating in part an arbitration award. The arbitrator had concluded that a borough could not charge a developer its legal fees resulting either from its solicitor's review of development agreements entered into between the parties or from litigation between the parties regarding the developer's project...
