William Michael Terry, a professional boxer, petitions the Court for review of a State Athletic Commission (Commission) order affirming the decision of a boxing Referee to call a "knockout" in a scheduled four-round boxing match that took place in Philadelphia, Pennsylvania on Saturday, January 31, 2004.
