CHAVEZ, Justice.

{1} In this case, Appellant Caroline Roberts appeals the district court's Order upholding Governor Bill Richardson's decision to replace her on the New Mexico Public Accountancy Board ("Accountancy Board").1 We affirm the district court on this point because Appellant's term on the Accountancy Board expired December 31, 2002, making Appellant a "holdover" appointee until her successor was duly appointed...
