Defendant Garry Lee Vincelli was convicted of failing to register as a sex offender after changing his name. (Pen.Code, § 290, subd. (f)(3) (hereafter § 290(f)(3)).)1 He was sentenced to two years in prison.

On appeal, defendant contends the phrase "changes his or her name" in section 290(f)(3) is unconstitutionally vague as applied to him because it failed to provide him notice of what he needed to do to conform...
