In 1999, Paul DiRico ("DiRico") was arrested by James McNeil ("McNeil"), a police officer and employee of the City of Quincy (the "City"). DiRico was injured during the arrest and maintains that his injuries were the result of the use of excessive force on the part of McNeil. In 2000, DiRico sued McNeil and the City in the United States District Court for the District of Massachusetts, asserting various claims arising out of the arrest...
