Plaintiffs in this case are 27 United States citizens residing in various counties within Senate District No. 30 in South Carolina. Their claims arise from the decision of the South Carolina Democratic Party to void a June 8, 2004 primary election following an election contest, and to hold a special election on September 28, 2004.
