OPINION AND ORDER

KEENAN, District Judge.

This is a review of a Bureau of Citizenship and Immigration Services1 ("BCIS") decision denying Petitioner's application for naturalization due to his inability to establish good moral character as a result of a 1991 drug conspiracy conviction. Both parties move for summary judgment. The Court grants summary judgment in favor of Respondent.
