On April 24, 2002, Jose Oscar Rodriguez-Reyes, a police officer employed by the United States Department of Veterans Affairs, was shot and killed while performing his duties as a uniformed guard at the entrance gate of the Veterans Affairs Hospital in Puerto Rico.
