This appeal requires us to consider the claims of two dairy farmers, each convicted of milk adulteration, who, along with their wives, now assert that the relevant Puerto Rico regulatory agency's decision to cancel their milk production quotas deprived them of valuable property in violation of the Takings Clause of the U.S. Constitution. U.S. Const. amend. V, XIV. We find no merit to these claims...
