Opinion by Justice WRIGHT.

In this original proceeding, we must decide whether the trial court abused its discretion by declaring invalid Dallas County local rules that allow the transfer of cases from district courts to statutory county courts. The trial court determined such transfers are not authorized by statute and violate the Texas Constitution.
