On January 27, 2005, Altwan Cross pleaded guilty to one count of possession with intent to distribute 500 grams or more of a substance containing cocaine. See 21 U.S.C. § 841(a)(1). He was sentenced to 150 months in prison. See id. § 841(b)(1)(A)(ii). Mr. Cross now challenges his sentence; he alleges that the district court violated the Ex Post Facto Clause of the Constitution of the United States by applying retroactively...
