Few aspects of our criminal justice system are as precious as the right to effective counsel and fair representation. We confront that issue squarely with this case and determine that Defendant Angela Ballard's attorney's failure to raise certain legal issues relevant to vacating her sentence on appeal prejudiced the outcome of her case.
