Defendant-Appellant Timothy C. Rees (Rees) appeals from the district court's March 23, 2004 Judgment finding him "guilty" of the offense of "Expired Safety Sticker[,]" Hawaii Revised Statutes (HRS) § 286-25 (1993), and ordering him to pay a $40 fine and a $15 administrative fee. We conclude that, because the offense of "Expired Safety Sticker" is a civil traffic infraction and not a criminal offense, the district court improperly...
