Roy Donald Stout, Jr. appeals his commitment as a sexually violent predator. He argues, among other things, that the State was required to reprove at his commitment hearing that he committed burglary, which was the crime that he was incarcerated for when the State filed a commitment petition under chapter 71.09 RCW.
